Buying one machine at a time as the need arises costs more than buying a batch. Every such purchase adds a new model, a new power supply and a new set of drivers to the office. Three years later you have a fleet in which no part fits the machine next to it.
The benchmark is once every four or five years, and not all at once but in yearly batches. Then the budget stays even instead of spiking once every five years. Machines older than five years fail more often, and the cost of servicing them outweighs the saving.
