What designers complain about most is working with drawings over a narrow link. Opening a heavy file straight over the network is both slow and risky: a dropout while saving corrupts the document. The right way is to work on the server through a terminal, so only the picture travels over the link.
We install a router with an external antenna and an amplifier, which is enough for email, documents and access to the archive. If the project is long and there are many people, we file a request with a provider for a wired line in parallel and keep the mobile link as backup.
Giving everyone a powerful workstation is expensive if the heavy calculation runs once a week. It is usually better value to give everyone mid-range machines and move the calculations to one shared server. We price both options when specifying.

The problem here is organisational as much as technical, so along with the repository we write the working rules.
So we take inexpensive identical laptops to sites, easy to swap, and keep the files off them. We also track them: every unit has an owner, and when the site closes everything comes back against an inventory with the disks wiped.
