Drop-off happens at every stage and that is natural. What is not normal is having no idea where it is largest.
We speed up the site and the hosting. Loading on a phone takes far too many seconds.
We review the journey and the screen design. The visitor has no idea what the next step is.

Before increasing your advertising spend, measure how many enquiries you are losing now. A form that does not work on a phone, or notifications going to a long-departed employee's address, cancel out any amount of traffic. We find this regularly.
Two weeks of going through your systems and metrics. The outcome is a document where the recommendations are ordered by the size of the return.
We check whether all the important actions are tracked and whether the analytics figures match the actual number of enquiries in the system.
We calculate the cost per enquiry and per sale for each channel separately. It regularly turns out that cheap leads bring in less money.

No, we do not do advertising and we say so openly. Our territory is technical and analytical: analytics, integrations, the sales system, site performance. We work alongside your advertising agency, and an outside review usually improves their results too.
There will be value, but the picture will be patchy: without a sales system you cannot trace the path from enquiry to payment, and so you cannot work out a channel's real return. In such cases setting one up heads the list of recommendations.
This is the situation where for every payment received you can tell which advert brought the customer. Then you compare revenue rather than the number of enquiries: a channel with expensive leads can bring in more than one where they come cheap. Without that chain the conclusions are drawn from intermediate figures.
Faults like a broken form or lost notifications are fixed within days and take effect immediately. Reworking the sales stages and the tracking shows its accumulated result after a month or six weeks, once enough data has gathered.
