Programs that promise to speed a computer up most often slow it down. Assorted cleaners and optimisers add themselves to startup, spin away in the background and push advertising. The first thing we do on a slow machine is remove exactly those, and quite often that alone is enough.
From accumulated clutter and infection, yes. From a slow drive and lack of memory, no: a fresh system on a mechanical disk behaves exactly the same a fortnight later. That is why we measure rather than reinstall on a hunch.
So much so that people ask whether their computer has been swapped. Boot time and program launch speed up several times over. For a machine five to seven years old this is effectively a life extension for little money.
